Question, ladies...

So I'm gonna be 40 weeks tomorrow and 3cm dilated. My dr has said my cervix is very thin, he doesn't mention effaced which is something I think he just doesn't mention idk why lol and I haven't asked. 
Anyway he mentioned to have my bags ready for my appointment this Monday morning at 10 am. Never said anything about inducing, but thinking about it I just realized that comment was kind of funny. 
He knows I don't want to be induced, because I don't want to raise my chances of having a c section. 
Do you all know why he would probably mention that, what would you think if you were in my shoes? 
And can I be induced even if I don't want to be? If there is no medical reason.
And is sweeping of the membranes better than petocin? I know it can still cause harsh contractions but I think that would be a better alternative for me.
