So some from online wants to allow me to online shop using his money. This is exactly what he said "I think it'd be fun to allow someone else to control my finances and put me on a strict budget." 
So he asked if I have an Amazon wish list
But like is this bullshit or do people actually like doing this? And if I do this through Amazon there's no way he can get any personal info of me right?

It's a legit thing that some men (usually) are into. They are called pay pigs, and they get aroused by the idea of women taking control of their money and spending it. 
Of course, if you're meeting this guy online be careful and don't give out personal details! If you want to go through with this and not put in your address (for Amazon and stuff) try getting a PO BOX.

Super creepy. Nope, I wouldn't trust that. He still has to ship it to you, which reveals your address. You could also potentially be blamed for illegally using a credit card that isn't yours. It could also be a scheme to win your trust before moving into something more involved and dangerous - scammers are known to show they're safe by trading a small amount of money before betraying your trust.

Obviously don't know the details of the situation, but your best bet is just politely declining. Even if his intentions are somehow innocent, you're far better off passing up the offer.
