Neither can give consent because they are under the influence. Also, this may be unrelated to what you specifically want..... But i hate it when the world "responsibility" is put on a rape victim, it isn't the victims responsibility to do anything. We should teach men and women not to violate a persons consent and not put all the pressure on victims.
