Could just be rosacea. I have it on my cheeks and upper arms.

Looks like heat rash. Or from drool. Bath and some lotion always helped my daughter

Are the bumps!? Sorry can't tell  if they are mild soap, use a cold compress if it doesn't go away that way use cortisone very little 3 times a day. My daughter had that for a few days and it spread to her neck and face it went away quickly.

My LO is having the same problem. After a little while it can smell. I usually bathe her everyday and after the bath, I'll rub Vaseline on her neck and under chin so the drool slips and doesn't stay in her creases.
