I'm so frustrated with my dog

Hes an elkhound, he is still a puppy, but he misbehaves so much

Like for starters, I had to clean out our spare room, and put a gate up for our cat so she could get away from him, her litter box is in there so he dont eat it, and all her toys, so he dont destroy them

He eats all my underwear

I have a huge passion for plants, I love them, I have tons of them, he has eaten around 10 of them so far, 2 of my favorites, and not only eaten them, but he pulls the plant out of the pot and eats the roots and carries the dirt all over the floor

He eats any cardboard that's left out, or styrofoam

He actually ate 2 full sheets of styrofoam and my whole house was filled with little white balls that were impossible to sweep because static electricity made them fly everywhere

Hes turn apart the garbage countless times, to the point now we need to put it on top of our dryer

Hes getting aggresive with my 3 year old, he bit her (no blood) a few days ago, and barked defensively at her for trying to take a bone from him

Hes takes food off our plates, and has taken food off the counter

He got into his food bag, and eaten every last kibble piece, which was about a weeks worth of food (we left the house for about a half hour)

He digs up all my plants outside

Is it normal for a dog to do all this? I'm trying to train him out of it, but it's not working. Like I can train him to sit, lay down, stand, give paw, spin, kiss, all that jazz, but I cant get him to stop stealing food, or to leave my toddler alone, or stop eating underwear or plants

I'm at a loss
