Welfare programs

Feeding off another post about taking SNAP away from people who are not disabled and don't have kids. I'm curious what people's thoughts are on how to prevent people from taking advantage of these kinds of programs? 
If people really need the help to get food, I think they should have access to it. But what do we do as a nation about the people who don't look for jobs because they can get government assistance?
Update: for those of you stating that it's not a big deal that 3% abuse the system, let me break that down for you:
According to the 2015 census an average of 52.2 million people were on government assistance of some kind each month. 3% of 52.2 Mil is 1.566 million. That's 1,566,000 people abusing the system and taking money away from others who actually need it. Do you still think the 3% is not an issue?

MORE NUMBERS: In 2015 the federal government spent $362 Billion on welfare programs (not including health care or social security). Divide that by the 320 million people in the US and that is $1130 per year ($94/month) that we are paying per person. If every person was splitting it evenly.
If you are only paying $4-10 per month it means someone else is making up the other $84-90. If someone isn't working and can't pay anything in taxes, it means someone else is paying their share.
