Would you report someone smoking in a car with a toddler next to them?

I witnessed a woman smoking in her car whilst a young toddler (approx 2yrs) was sat in the passage seat next to her. I was unable to get a photograph but did get the make,model and registration number of the car. As it is illegal in the UK should I report it or not bother due to lack of evidence?
