Does anyone know when the baby starts hearing things outside the womb? Like, my voice?

I've seen 14 weeks, 18, and even 24.

I've read that at 16 weeks the bones in the ears are formed meaning that would be the earliest that they can hear sounds. However, at 19 weeks, they should be able to hear the sounds more distinctly.

I've always heard that they begin to hear your heartbeat and voice around 16-18 weeks but can't clearly hear sounds outside the womb (dads voice, music, etc) until 28+ weeks.

Early as 14 weeks, everything is still developing, so I imagine it's only really muffled and then it gets more clear as the weeks go by
