It could be a skin tag or it could be genial warts, check with your dr.

You can get skin tags down there but the only way to know if it's a skin tag or something else is to go to your doctor.

I've had one down by that area for as long as I can remember. It's not an std or anything like that and unless you really don't want it there it won't hurt you. If can be removed if you'd like and your dr can tell you where to go.
