Baby acne or eczema?

My daughter is almost 4 months old and ever since we switched her to formula she has gotten these breakouts around her mouth and on her cheeks, I don't know what it is. Some days are worse than others. I wash her face morning and night with mustela water and babyganics eczema cream but it doesn't go away. I know some people say leave it alone but with how dry it gets it must be itchy. Any tips about what to use on it or how to get rid of it?
