The white is fresh skin coming in. Don't remove it! If you have concerns definitely take him to the pediatrician to ensure there is no infection, but it's normal for white/yellow skin to appear around the cut area.

Totally normal!  My doc told us it's like when you scrape your elbow and you get that slimy yellowish film on it as it heals:) Will go away soon.
