Tummy time HELP

My daughter is 3 months old and she still HATES being on her stomach. She won't last more than 1 second before she starts crying. I've tried using a boppy, having her lay on my chest, on the bed, she just hates it. She won't even attempt to lift her head, she just screams into the mat. Anyone else have this issue? Any advice? I'm worried it's not allowing her to develop
