He says he loves me..he shows he loves me..he says he moved on from a past relationship where the girl left him out of nowhere no explanation. .so he is too scared to fall all in love with me because he thinks i might break his heart all over again and he would not be able to handle it.

I don't know whether to call this a game, because he wants to keep u around until he finds something "better" or he's really caught up in his feelings and needs to STOP! 
I'd leave him alone. And by leave him alone I don't mean don't talk to him, I mean let him vent and say all this but tell him you don't wanna hear about him liking u so much if he can't trust u won't hurt him, if he thinks that then he needs to get to know u better.

Just let him decide n leave him alone cz if ul tok he will have mixed feelings..let him decide if he wants to linger in past or move on..
