My sister has told us to try a couple days before my period starts or the day before it starts. She also said a couples days after or the day after my period ends. We have tried that and it did not work. What should we do?

Stop trying and don't plan it just enjoy each other when you have sex and just let it happen i am a mother of 7 girls and two boys but if y'all smoke cigarettes stop cause that will lower his sperm count

Try tracking when you're fertile with ovulating tests. I also was told to have sex first thing in the morning.

Well...If you're regular, I'll just say having sex just before and after your period is stupid. That's generally the time the egg cannot be fertilized anymore or there's no egg. I'd say about two weeks after your period starts is generally your ovulation time. Depends on you. Maybe do ovulation tests.
