Husband won't let me touch him

So I had a c section almost 3 weeks ago. I know I can't attempt sex for another 3, and I wouldn't but I am still in the mood to kiss my husband and I want to tough him and please him and he refuses. He absolutely won't let me. I've begged and he says he doesn't want me to hurt myself by "over exerting ". I don't know how giving him oral is doing that? I'm just starting to wonder why he won't make out with me or let me touch him. :( has anyone else been through this?
