I'm just gonna get this out. Some parts of the body are sexual. Boobs are sexual, dicks are sexual, vaginas are sexual. Boobs on girls are sexual because they're formed during puberty and it's a sign of fertility so our brains are aware that she is old enough to reproduce and engage in sexual activities. It's built into our brains, not learned or taught. For centuries, humans have been covering up certain parts of their bodies with clothes and it's because they're the sexual parts. And that's okay. Not everything is sexualized because society did it, the parts of the body that are sexual have been sexual forever, and that's okay! You don't have to try to change the way that human's brains are biologically wired because you want to let your nipples hang free. You have to go against human nature for your brain to think that that's okay in a professional/public setting. Some body parts are inherently sexual, and you don't need to change that.
