I think that it does, my siblings think it doesn't. Once I was wearing leggings with a T-shirt and my sister was like:"leggings aren't pants, when did you become like this maria."

If we can see your underwear/ass when you bend over, then no, they should NOT count as pants unless you have a long shirt covering it. Just get a pair of yoga pants. They look the same, the only difference is that they're thicker so you can't see through them.
