How to respond to this...

My daughter and I have always been very open about sex and puberty. She's 14 and she told me that she wants a vibrator. I don't know how to react because I've told her time and time again that masturbating is a healthy and natural way to explore get sexual preferences. I do think that vibratory work very well but my daughter is 14. Is that too young for a vibrator?
