is it too soon ?? HELP!!

I got out of a relationship in March. we were together for 8 months and he broke up with me because he said "he has to focus on his work stuff" && because "he doesn't wanna hurt me"  then a few weeks later he tells me that he wants to start over. soo, I agreed and we were rebuilding our relationship for another 3 months && then when i tell him we should get into a relationship again, he says "idk I'm not ready" I can't be mad at him for not being ready but when he treats me like I'm already his girlfriend I just don't understand. so I confronted him and he said "idk". No matter what I tell him, his response is "idk" so I broke it off because I can't deal with the games && recently I started talking to this guy and he seems like such an amazing person. but is it too soon ??
