Belly button

Is this normal? My sons umbilical cord was basically off but at the bottom, he was laying on my chest while on his tummy and going crazy and when I lifted him up his umbilical cord came off. It seems like it ripped off from all the moving. Is it normal to look like this after it falls off? It's kinda bleeding. It's not oozing and no smell. Should I be concerned and call his pediatrician?
