Making it official

I'm currently seeing a guy and want to actually long term date him but I don't know how to bring up what we're are with him because we can't be publicly dating due to work policies so we've never discussed what exactly the relationship is. Can't tell if he wants to date me or just thinks we're friends with benefits but I don't even know where to start the conversation with him. Any advice?
