once a cheater always a cheater??

there's this guy that I happen to have a crush on. as far as I can tell he seems at least somewhat interested. but, I heard from a mutual friend that the reason his last relationship didn't work out was because he cheated on her (even though it was just kissing and cuddling, that still counts to me.) but at the same time she also told me that he felt really really bad about it, saying that she should break up with him because she deserves better and whatnot. do you think he means that? do you think he would cheat again or that he's learned his lesson?
