feeling lost and confused

So at my work there's this guy that I've had a flirtation with. Nothing serious or anything that's branched outside of work. Well last night we were leaving and in the parking garage he started forcing himself on me. I was trying to shove him off and telling him no and stop and go home. Luckily security drove up so that gave me a chance to get away and it didn't go any further but idk what to do cuz I kinda feel like maybe I lead him on? And today he came up and apologized and I told him to leave me alone and he's getting mad cuz I'm upset. Am I in the wrong here? Idk what to do
