should we give water to 4 mo?

My baby is 4 months 10 days .... He has developed some small rashes/bumps some red some colorless ... All over his body and face, which he keeps rubbing. I have been told it's heat and I should give him water. 
Please help, I showed it to dr n she says its some allergy or something even she couldn't tell why exactly it has come.

No water. Breastmilk or formula has all the hydration they need. And water won't help a heat rash. It just needs to dry out. (I had severe heat rashes when I was younger and had to put rubbing alcohol on it. Don't do that to baby though. It burns. I was like 10 years old.)

Water can disrupt the electrolyte balance in an infant and cause a life threatening seizure. Absolutely no water. Heat rash is topical, you can moisturizer the skin with any number of baby products but don't try to go from the inside out. If you're concerned with dehydration, Pedialite.

Let baby have time naked or just in a diaper to let the rash breathe and try getting a second opinion on it from another doctor. Also,  use free and clear laundry detergent and no fabric softener on baby clothes
