Surrogate fathers

If there are surrogate mothers out there why can't there be surrogate fathers who donate their sperm with no strings attached and don't cost an arm a leg with medical procedures? My husband and I really want to have a child together and with all of his medical situations his sperm count is zero but we can't exactly pay the medical bills on top of all of his medical bills for IVF for a sperm bank
