Too young?

I am 19. My boyfriend is 19. He will be 20 in December. We have been together for 2 years & 2 months. I really want to start a family with him. We both have steady jobs (I work at a preschool & he works at a pizza shop) . He says he's not ready for one, but I think we can do it. I know we can. I'll wait for him but I don't want to wait forever. Any advice?
