circumcision question

My baby got circumcised the day after birth and everything looked good until A day ago (he's 3weeks). I noticed there was extra skin as if he wasn't circumcised and that it could go over his tip. Has this happened to anyone. The dr just told us to put Vaseline on the tip and that's it.
