Baby testing positive at birth.

Do you think a baby testing positive for thc at birth should warrant the baby being taken by cps? If there is no indication of anything else in the system, and parents have no history of drug abuse or any type of criminal background, and baby comes out perfect with no issues, do you think this should warrant baby being taken from the parents? Why or why not?
