It looks like an allergic reaction. Could be detergent or something your baby came in contact with. I was actually researching this for a friend and this is a pic I found

I'm not sure what caused it but if you are breast feeding try rubbing some milk on it when you put her down for bed. It always cleared up my neices and nephews acne or allergic reactions.
