What does it mean to be sexually active?

My boyfriend and I have been fooling around a lot and we've done oral and fingering (ps and it's been amazing). I'm going to a doctor soon to get checked out and I'm not sure what to say when they ask if I'm sexually active, we haven't had penetrative sex, but we regularly do the other things...help!
