Does anyone have a young baby who is hard to get to sleep?

Does anyone else have a young baby (3 months and younger) who is hard to get to sleep? We've been having a hard time getting her to sleep since she was 3 weeks old, now 10 weeks old. It is every nap and every bedtime. I'm starting to feel like I'm the only parent who has this problem with such a young baby!

We swaddle, she sucks a finger because she won't take a paci, white noise, dark room, bouncing on exercise ball.

At nigh I started a routine like talking s bath then groom and play tgen bottle and bed and the routine seems to help my baby know it's bed time now. I also spent many nights trying to get him to self soothe and it has worked. Like not picking him up right away when he cries. Standing over him and soothing him rather than picking him up ect and tgst seemed to help him too it just took some work
