My ex is threatening me saying he is going to change the baby's last name to his and how dare me for not giving her his last name when it's been a week and he has not even bother to see her! He is not on the BC, is he able to do this? If so how? How much would he have to pay, I heard its free but not sure how accurate this is. I live in Illinois if that matters! Thanks
