insane murderer running loose in my town

Something is so off. How in the hell can someone do this kind of crap without getting caught? So it's that easy to run around killing people and running from the law? It's been 2 days now. He was last spotted in Luther, I live 10 minutes away from Luther. Hellicopters are everywhere, this guy needs to be caught. And I cannot fathom for the life of me why he has not been. Schools in Luther are on lockdown now.
