relationship advice

 So there is this guy "Timmy"that I met about a month ago through a close friend and from time to time we text or call each other and on a a few occasions he comes to my dorm and we watch movies, cuddle and just talk to each other. At one point he calls me at 3 am asking me why won't I be his. He ha d jus gotten home from a party so I asked if he was high or drunk and he said no but then after that it was never talked about again. As of last week he hasn't called or texted me except for when he took me to get my tattoo and then he came to my room later on that day but since then he hasn't called or texted me and I am confused. I am not a confrontational person and I don't express myself the way I probably should in other words i am a little timid. We usually see each other on Monday Wednesday and Friday because we eat at the same place on those days. So. On Wednesday he told me would stop by my dorm and he didn't. There have been times when he says he's coming and he doesn't on one occasion he canceled because his friends were "holding him hostage" but then he came the next day. His excuse is that he's always busy with work and his friends since he is the only one with a car. So earlier today I was meeting with our mutual friend and I saw "timmy" walking with a girl and I'm not sure what there relationship consists of . I just want to know what i should do and if I should continue to talk him in terms of relationship wise. And I'm not sure why he randomly stopped texting or calling. What should I do ?
