Do you Believe in letting a baby cry to mature their lungs?

My child's fathers step mother says we should let her cry to mature her lungs. I can't help but be annoyed ! Maybe I'm wrong but I know my kids needs and why let her cry . He didn't let her cry long but I question someone who'd let a new born baby cry for the sake of lungdevelopment.

My baby hates to be cold so the air was on he was changing her so she cried I wanted to tell him get her blanket but I'm trying to let him learn.
