If he's wanting to be in the babies life I would expect him to be in the delivery room. Idk how him having another baby with someone else factors into the decision making.

Depends on your relationship with him. I mean that in, are you guys civil with each other, is there any uneeded drama that you think might happen. If you guys are fine with each other than I say let him in.

I'd let him in during labor if he wants to be there to help support you and after delivery but I don't believe I'd want him in during the delivery. You might also play it by ear. If you're on good terms ask him what he'd like and tell him what you're comfortable with. Also make sure if you'd like him to step out he'd be willing to do it so you can remain comfortable.

I think it all depends on his and yours relationship (is it civil, etc.) and if he actually wants to be apart of the baby's life and not just be there when he/she is born to say he was there and then bolt out on fatherhood.
