is it weird?

My husband and I are both 23, even before we got married our sex life was almost non existent. Once a month if I am lucky. However, we planned to start to make babies. But with only having intercourse once he's already complaining about finding when I'm ovulating and saying we have to have sex. Before when we weren't married we barely had sex cause he didn't want to have babies yet. Is it normal for him to only have sex with me once a month? How could I get him interested in making a baby without seeming like I am planning everything? We have been together for 6 years if that makes any difference.
