Boyfriend keeps getting in trouble at school

My boyfriend keeps getting in trouble for having his phone out and changing settings on the school laptops. He's been in ISS multiple times now and is no longer allowed to have be on any devices or bring any to school until 2018. Well, surprise surprise, he got in trouble the day after and is now back in ISS. He's talked about dropping out multiple times and he doesn't care much for school. I really don't know what to do with him, I'm so angry and disappointed. Any advice/input would be greatly appreciated.

Edit: (this is long) Turns out he didn't get in trouble after getting electronic privileges taken away, they just gave him ISS on top of that. Honestly, I don't blame him for wanting to drop out. He's ridiculously smart and learns fast, in and out of class. And he receives nothing from school besides angry teachers. There are kids who were physically damaging the computers (breaking the bezel and screen, taking off keys and moving them around, etc) who only received a day of ISS while he got 3 days and a ban from all electronics for changing a setting on a Chromebook so it would be easier to turn down the volume. I can understand why he's frustrated with the school. I wouldn't have a problem with him dropping out if graduating high school was not a requirement for nearly all jobs. But he thinks because his boss dropped out and now owns his own shop, that he can do it too and be self employed. I don't think that's enough reason to drop out though, and everyone needs a backup plan, and I just want him to understand that.

Tl;dr my boyfriend hates school, and it's completely understandable, I just want him to understand that a diploma will give him a better chance of getting a job.
