Haven't had sex in a year and a half

Okay, so this isn't for me, it's for a friend. She asked what she should do with her boyfriend of, I believe, 3 years. He also texted another girl he works with while drunk as fuck but the girl never texted back. His excuse for not sleeping together is that they're never horny at the same time... For a year and a half, really?

What kind of advice would you give her? I've never liked him so all my thoughts go to "break up" but I don't want to be that friend where I tell her to break up because her relationship is trying. I'll give her advice and she can figure out on her own whether the relationship is worth it or not.

She also lives with him so she'd have to find a place to go if she did break up with him.
