ingrown hair from hell

So I've got an ingrown pubic hair and I've never had one down there before but it has been there for probably a month. it's hard as a rock and I can see the little fucking hair way underneath the skin. So I just scrubbed off a layer of skin and it still won't come through. Wtf do I do? Exfoliation and warm water isn't working.
