Waiting for sex

My boyfriend is 16 I'm 18 I live in Canada and the legal age of consent is 16, I just started the Mirena IUD and I want to have sex but I keep asking my boyfriend when he wants to have sex he keeps saying "I don't know" I love him a lot he's my world. I am ready for sex but I don't know if he is the whole reason why I went on IUD was so him and I can have sex, the only thing we do is make out and it isn't even a hard core makeout session and we hold hands sometimes but I am ready for sex I've already had oral sex with my ex boyfriend but what should I do? Should I wait? Or should I ask him if he's ready?
