Breastfeeding in Public

So today at work I saw a woman breastfeeding and she was minding her own business. Her too covered her breast (her shirt pulled up, not down) and then I noticed a coworker staring and taking a picture of her. I asked him why he did this and I reported him. He said: "If I see a hot piece of meat out for all to see, I'm going to enjoy myself. As long as I don't distribute the picture then it is not harassment."
