brow trouble

My brother's girlfriend shaved my eyebrow about 6 months ago and it has never grown back. My eyebrows used to look so good and now they look crap and fake because of how I like them styled. How do I make it grow or what can simulate real hair and what eyebrow products won't just come off and will apply well to skin (and stay on!!)
