Herpes/ genital warts orr??! help

Okay, so I hear often that herpes come in outbreaks. The thing is I've had these bumps since I could remember. I just need someone who has herpes to tell me if theirs appear like this? They don't hurt, only itch sometimes and sometimes a flake of skin comes off when I itch. Kind of like a skin tag. there's no fluid in them or anything..
