applications asking if Hispanic/Latino

I know this sounds really dumb. But I'm filling out a Medicaid application and it asks if I'm Hispanic/Latino and I never know what to put because I'm only a quarter Mexican. I don't know if they mean full or just any percent. So if anyone can give me an answer! Sorry it's a dumb question!
