hcg level higher than expected?

Hi,

Did anyone had a hcg of 971 at 4weeks ? 
From what I saw online it would be a 6 weeks number.. I'm a bit confused.

Or does the blood still progressed while in the bottle until they test it ?

Also the doctor had no follow up so I got no explanation.

I have a very high hcg level with my second I got a very positive and a digital test that said pregnant in like 30 seconds 2 days after my missed period and then the next day a test that said the baby was 3 plus weeks which meant I was further than calculated so I ovulated early but when I went for my 6 week appointment baby was too small to accurately measure so I waited another 2 weeks I was suppose to be 8-9 weeks and baby only measured 6w3d so I ovulated very late and got a very very early positive that was very positive. Either they are wrong on how far along i am or I have high hormone levels and got a dark positive 9dpo
