Is he cheating on me?

I've been dating this one guy for 3 weeks as of tomorrow, he lives in my home state about 15 minutes away from where I grew up in Western NY, and I live in Florida currently but I'm moving back home in about a month. Well, for the first 2 weeks or so he was home constantly, always wanting to Skype me and text me. Then this past weekend and week, he reads my texts but then doesn't reply for sometimes hours, and lately he's been going out either with his "boys" (friends) or going somewhere with his mom at the same time everyday and rarely tells me that he's going anywhere, and the only reason that matters is because his phone got shut off so we can only talk when he's connected to WiFi, so when he's out I have absolutely no idea what he's really doing. And the only reason I worry, is because every single relationship I've been in I have been cheated on, one way or another, and it's very hard for me to trust anyone that I date, because once I do, I get screwed over with it.
