Looks like it could be eczema. There's really good lotions for it that you can buy. My daughter had really bad flare ups from birth until about 18 months & then she grew out of it.

Are you using any scented baby wash? Or moisturiser? If so change to a non scented one! My baby started to get a few small red bumps like this so I changed it and it's all cleared up now .

My baby has the bumps as well, not a ton but Definitley more than a few she also has them on her tummy which is new as of a few days ago

If u look up pictures of baby acne online they look identical to your little one, however if it gets worse definitely have your pediatrician take a look, my girl looked like that @ 2 weeks but now looks way way worse & has a yellow crust in patches all over her head, I'm taking her in to be seen this afternoon, she'll be a month old on Friday, here r some pics of her skin:
