Hormone levels @ 4 weeks 2 days

Soo, this is my second pregnancy. I took 2 home pregnancy test and both came out positive. But i couldn't even see the line at first. I thought it was negative until i went to the bathroom 20 minutes later to check the test and it was positive. So i took another one and it took a minute to show up, but it was definitely positive. I've been having some pain in my right ovary, and i was getting a little worried so i went to the hospital. He said my hormone level was at a 260. That if i kept having the pain, that i could have a eptopic pregnancy. But its too early to do an ultrasound cause nothing would show up. Is 260 too low for 4 weeks? Im a little worried that my levels won't get higher.
