Should I ask to see my niece?

My niece lives mostly with my mom since her parents have a drug issue. My mom lives about an hour away and I haven't been alone with my niece since she was a few months old she's 15months now. She's never been to my house and my mom.said she feels comfortable with my niece staying here when she has to handle issues with my nieces parents and if she needs a baby sitter. Would it be a bad idea or uncalled for if I asked to pick her up for a night? She's use to me but not use to my house
